This cipher happened to have a nice property, which is a complete coincidence. The original title of the cipher was supposed to be ‘vexed’, hence the filename.
Hopefully you’ll have more luck with this one than its immediate predecessor, which remains unsolved after a week.
So the Wikipedia page “List of countries by colours of national flags” appears not to recognise Papua New Guinea as a country. This is odd, to say the least.
Also, it appears cp4space is a supporter of the Gaddafi regime. Hopefully there’s a good reason for including this particular flag.
These were generated using the CountryData[] function in Mathematica 8, so you can blame Stephen Wolfram for any objectionable content.
