Cipher 45: Sisyphean

Occasionally, some of my ciphers have the frustrating property that whilst easy to realise what to do, they can still be incredibly long-winded to solve. I can imagine that this is one such cipher:

homophonic

I apologise for the profusion of Petersen graphs.
